Provincial legislator María Teresa Agostini defended on April 11 the measures taken by the Executive to contain public spending, highlighting the impact of falling national revenues on Jujuy’s finances.
Agostini said these actions are important because they address budget pressures caused by reduced federal transfers, which have direct effects on provincial services and employment.
During a session of the Chamber of Deputies, Agostini said that Executive Decree 5.084 “does not constitute an isolated measure” but is part of “a sustained policy of spending containment implemented since previous years.” She pointed out that similar provisions had been adopted through decrees issued in 2021, 2023, 2024, and 2025 as part of strategies begun during the pandemic and maintained over time as part of the province’s fiscal approach.
Agostini stated that Jujuy “maintains a policy of fiscal balance based on responsible management of public resources,” emphasizing that “there have been no layoffs or cuts in sensitive areas such as health.” Regarding the freeze on staff numbers since 2021, she explained it “includes exceptions for essential sectors.”
On public works, Agostini mentioned “the reactivation of projects that had been stalled,” including National Route 34 now funded with provincial resources. She also highlighted pavement works covering more than 110 kilometers using local funds. Additionally, she referred to tax relief measures and efforts to promote major investment projects.
Addressing economic conditions, Agostini warned about a real decline in national tax revenue and its effect on provincial finances. She said: “In March tax collection registered a real decrease of 9.5%, while federal revenue sharing has seen five consecutive months of decline with a drop of 7.1% over this period.” She also described an imbalance between income and expenses: “While the Province allocated about $150 billion for salary payments in March, revenue from revenue sharing reached $120 billion, resulting in a deficit of $30 billion.”
